RFC for new feature idea: tracked "confirmed" subscriptions

My friendly peeps from au Canada are talking a lot about the new Canadian anti-spam law:

Basically it requires you to have an opt-in list - a good thing

But, one of the things lacking in Dada Mail is a way to say, "yes, this list is totally opt-in", and then show data to support this fact

One new feature in Dada Mail could be to supply this information easily and one way to do that, is to just have a new table in then db that says, for each list/address, "here's when/where they confirmed (timestamp, ip address) Addresses simply added via the list control panel by the list owner would not have this data, or would have different data saying, "here's when/where they were added, but without confirmation"

Two features to go along with this (could) be, the ability of the list owner to only send to confirmed addresses, as well as a way for a current subscribe to add that sort of confirmation That way, list owners could mail to their current list and say, "Hey! Do this really important step, or we can email you, anymore!", without having to unsubscribe everyone from their list, and then invite them back - that's a organizational nightmare

Any thoughts?
