I'm having a hard time developing a picture of what you're doing So, you're using the Amazon SES service, but connecting to it via SMTP? Why not use the option on that same screen to use it via the API? (select: Amazon Simple Email Service) The error you're receiving seems to suggest that the outgoing port 25 is blocked, which would be something you'd have to configure at the server-level
