Scheduled Mailing Oddities

We send out every Wednesday an email for students (with a second list for public subscribers). Both lists were deactivated on the schedule last week since it was spring break. When I reactivated the lists to start again today (Wed., March 16) I set the start date to 2016-03-16 and time to 02:15:00; same for the public version except with a 03:15:00 start. There is a cron job set to run every weekday at 2:15 a.m. to kick of several list mailings, including the student list (plus one at 3:15). However, neither of the lists started sending and had to be sent manually.

According to the cron log:

So the question is, even though the date and time were set and matched the scheduled time, why didn't the system send the messages? Is this a bug or an issue with how dates are interpreted?
