Could it be changed to not return the attachment with the notification so that it will always be sent out? Maybe just name the attachment?
Something like: "The attachment xyz pdf attached to your message with subject 'abc' exceeds the allowed limit The message was not sent to the list "

Although, there's two limits - a "soft" max and a "large" max The "message too large!" will only be sent to someone if they send a message between the, "soft" and "large" maximum Those maxes are 1 and 2 5 meg, respectfully
