I wish I could help on some of this stuff, but I have no perl/cgi experience.  If it was php, maybe I'd be of some use.

However, I do have experience with using different languages in php (not the actual languages, but the mechanics) and it is really pretty simple, but again I don't know how to translate it into perl.

In the bodies of the docs where the publicly viewable words/sentences appear, a variable placeholder is used.  In the below example the variable is $submit that needs translation.

In php all it takes is a separate file for each language that you want to translate to.  Examples:
language_us_eng.php
language_fr.php
language_other.php
each of these many separate files contains define functions for all the words/sentences, example:  define('$submit','Submit');

Somewhere in the root admin screen, there is a drop down menu for language choice.

Finally, at the top of every page where translations are needed, there is an if statement that checks for for which language is selected in the config file and then calls up the particular translation file needed to load the variables.

Adding new language files would be as easy as getting the translations.

Another way would be to use a database to store the various translations and query it for the translation terms.  I've not done it this way, but just thinking about it, I think I would prefer it.

Been there for a few years already.

I'm slogging through the localization project. It's a lot of work. So, this (Fast CGI) isn't going to happen tomorrow and it too, will be a lot of work.
