Slowdowns again

I really hate to continue to bring this up because I really like your program.  The features are great as is your support on this list.  I'm not being critical, I'd just like to find a solution.

Quick question first: If a mass mailing is started with a certain set of settings are the settings encapsulated in the email?  What I mean is, if the sending is paused and settings are changed and the sending is started again, does it continue with the original settings or does it adopt the new settings? (Example: smtp to sendmail, batches to non-batches)

I had an exchange of over a dozen emails with Westhost yesterday and spent over an hour on the phone with them last night while the mail was being sent, getting their advice and looking for possible mail server problems.
I am on a semi-dedicated server package. 
They have made no changes to the account bandwidth in the past year.
There were no other active users on the server so I was able to use 99% of the server's processor.
They checked the logs and queues and whatever else and could not find anything wrong.  
I have "Fast CGI" enabled in the site control panel
They disabled the accounts' mail log--no effect.
They modiifed the "sendmail.mc " file to and changed  "define(`confMAX_QUEUE_RUN_SIZE', `1500')"  from 200 to 1500.

FWIW, when clicking the "Batch Sending Options" in Mass Mailing Preferences, the dialog states "Messages will be sent at a rate of up to 144,000 Messages/Hour . Mailing to 29074 subscribers will take at least 12 minutes, 6 seconds."

I'm stumped.  I like the features of the newer version and I think that going back will cause me to lose the Clickthrough log in the database so I'm reluctant to do it.

I've been using Dada for four or five years now and wonder if perhaps some old 'bones' of prior mailings or settings have gotten in the way.

Any suggestions appreciated.  Sending speeds and settings of others with similar lists would be helpful for comparison.
