Finding the warning text for blacklisted unsubscribers

I'd like to modify the text in the warning dialog that a person who is
blacklisted sees when they try to subscribe

No doubt there's a simple answer for this, but I haven't found it I
didn't see it in any of the admin screens, the mysql db or the
config pm file But I'm old and don't see well and may have just
plain missed it

Please tell me where it is
