Why is it continually restarting? Have the 46 messages that were
sent actually sent, or have there been 46 failures that just skipped

The last time I investigated something like this, I
found out that the problem was with the person's sending options -
basically, Dada Mail couldn't send anything and errored every time it
tried - and that's why it kept restarting
I opened up this bug:

Is this the same problem you're having? I don't know
You may want to
set up your error logs and see if anything interesting bubbles up to
the surface on your next mailing
I would even venture to suggest
making a test list up and subscribing just a few of your own addresses
on and see what happens,
