Because Beatitude doesn't run all the time - it runs, looks and see
if there are mailings that needs to be done and quits
That's why you
have to keep running it, again and again;
What's the line in the cronjob look like?
Also, if you run the cronjob just on the command line, does it work?
How about with the, --verbose flag, does it print anything
interesting out?
