tags, removed the (now deprecated) "checklist" and "checkotherlist"
functions from admin_js tmpl and default_js js, and re-edited
test_layout_screen tmpl to suit

I would continue to have those in, since there are some plugins that
still use that javascript function, even if it's not used in the main
program Although it's deprecated, there are still parts of Dada Mail
outside of mail cgi that may be using it; Same goes for, "$STYLE {default_submit}" and friends Config pm styles - they're deprecated,
shouldn't be used in the main program, but there are some plugins/ extensions that may still be using them If you want, we can put on
the TODO to take these out before the next public release comes out,
but for right now, let's keep them in and make a official
announcement that the deprecated thingies will be removed to give
people fair warning If you don't do that, people will yell at us
They'll yell anyways :)

Also, "default_js js" isn't used for anything, you can disregard it;
