I may be a bit fuzzy on the code changes between v7 and v10, but I guess your idea is worth a shot I can't promise anything, though! :)
v10 does have a way to put someone on, "vacation" (as well as native digests), so at the very least, you could flip the offended vacationing subscriber onto, "vacation" - this is also something that the subscriber can do themselves via their profile
I guess an interesting feature would be a way to set up a timespan where the vacation mode is flipped on their behalf, so that someone could schedule when not to receive messages, and have them get them after they're vacay time is finished
