When I first applied to Amazon SES I explained that I had a very small list (less than 1,000), what my newsletter hoped to accomplish, etc.

Within a matter of days I received a reply that my initial limit had been raised to 50,000.

Given that experience I don't know why you would have any problem.

If you're looking for alternatives, I do highly suggest Amazon SES. It has a good API, and an SMTP gateway if you just want to go that route. The setup isn't hard, but there's a few steps to get things working super-duper well. I'll have to polish up the current docs and perhaps make a screencast about it. I also plan on getting sending speeds much faster by utilizing multi-process mass mailing. If that's sounds appealing ;)
