That may help things, although the way it calculates if it should look for new messages to send, is by taking how many messages are queued, and how many messages are active, and if it's above the limit (which is set to 1, by default), it'll hold off on looking for any new messages to send
So, if you have a paused mailing in the queue, it shouldn't stop new messages from going out The same with mass mailings that have files missing (broken)
