Can you paste the full report of one (or a few) of these bouncing addresses?
Are these really user_unknown bounces, or is that a default reason when it can't be determined? If so, could the wording be changed to just "unknown" so it isn't confused with actual "user unknown" bounces? If not, shouldn't they be hard bounces?
There is a rule called, "unknown_bounce_type", which will give a softbounce score, by default Basically, if a valid and list are found, but no other information matches any of the other rules, the bounce is given this score
