That should do it You don't need the quotes around, "2": 

$MAILOUT_AT_ONCE_LIMIT = 2;

It doesn't really

I usually put such customization after the password stuff - this: 

# Start Root Password

$PROGRAM_ROOT_PASSWORD    = 'someencryptedpassword';
$ROOT_PASS_IS_ENCRYPTED   = 1; 

# End Root Password
