Request for Comments: Public vs. Private mailing lists

The next version of Dada Mail - be it v4 4 0 or 5 0 0 or whatever needs to address a major problem I'm currently facing:

A lot of people want to use Dada Mail in a more private mailing list-type of way, where the list owner is in full control over the mailing list's subscribers and can mass-add them via the list control panel

and,

The idea that a legit public mailing list really needs to have all the subscribers be confirmed and verified via a closed-list opt-in system I made this behavior the default (although - yes, you can revert to the previous behavior, it's just a config variable)

I can see both arguments, I just don't know how to make both work, with the same Dada Mail I've extended these thoughts and I'm looking for ideas from everyone You can lend your 02 here:
