If your batch settings aren't on, mail will be sent in one shot From
your description, it sounds like it was on

Batch settings rely on the sleep() function to work correctly - if
it's not - and I've seen it not work correctly, batching won't work as
advertised Have you host check this out, if you need a test file, I
can probably whip something up

The other option is to check the, "Restart Mailings After Each Batch"
in Dada Mail's Manage List -> Sending Options screen That'll make
your list stop at the appropriate time, without using the sleep()
function
