White Listing, Old Moderation System

Hey all,

I'm currently finishing up the white list system and getting the old
moderation system back into dada_bridge pl and having it work nicely
with the new moderation system

The White List is a list of addresses that are allowed subscribe to a
mailing list - sort of the opposite of a blacklist

The old moderation system has been renamed, "Authorized Senders" -
and it itself is a list of addresses that have access to send a
message out to a discussion list, or an announce only list

These will be in the 2 11 alpha series, but I'm also thinking of
sneaking them into the 2 10 x series and have another stable release
of that series out soon, so no one has to wait for 2 11 to get all set

I've been trying to keep the 2 10 x series as only a bug fix release,
but I'm thinking of sneaking these feature in and have them
available, but only, sort of, "hidden" - ie: you have to set some
sort of variable to, "1" In the configuration or something

Thought I'd pass this idea to people on the list and see if anyone
doesn't want this to happen :) I've gotten commissions to finish up
these features, so they'll be basically a 2 10 16 version of Dada
Mail with these features anyways
