I use Westhost. They support Dada with an auto install, or you can install yourself. They don't have any of the limitations you mention. Cronjobs and POP3 are supported.

an issue of the server killing long-running processes started by the
user (or whatever is running as the apache web server). This is more
of a problem of Dada Mail not having the capability (yet) to
automatically pick up a failed mailing, but is this also an issue
with your company? If it is, (or if it isn't), can you give me a
estimate on how large of a list you've personally seen on your
hosting accounts be successful?

And for bonus points:

The ability to set cronjobs and create pop3 email addresses easily,
availability of MySQL/Postgres, etc. Most anything running Cpanel
will have something like this.

The more web hosts that I can recommend, the better and I'm happy to
direct business to companies that like the program,
