Given that the admin can already define almost anything for default in the Config pm, I think that there should probably be two menu points:
Create new list copy defaults
The first menu brings up the standard config screen, the second a list of available lists, the admin picks one and then Dada continues with the standard screen In the end, it's about overriding what's in Config pm when creating a new list
I'd copy anything but the list name and the list description
