I think a wiki is the best idea I've seen it work really well for http://wiki darcs net/ and http://www cgi-app org/ both of which I've contributed many pages to Most wiki systems have the possibility to integrate some spam-defense system, often in real time
I can personally recommend MoinMoin (python), MediaWiki (php) and Kwiki (Perl) as all being pleasant to use
Far fewer people will bother with CVS, especially now that it as stigma of being old and crufty
Kwiki has some neat possibilities for Perl documentation It allows to you to use POD for the wiki syntax, so you can collaborate on the documentation on the wiki, and then ship the result as perl documentation
The native format of Kwiki is "kwid", which also happens to be the POD replacement for Perl 6 (It's no accident-- the same person is responsible for both Kwiki and Kwid)
