No, but I state the changes are going to be made to the program well
in advance, and then people get surprised and I tell them, "the
changes were announced well in advance"
And then people get irate
stating that they need the new functionality of a new version, but
the old functionality as well
Somehow, I become the bad guy :)

That's fine, it was never used; Sometimes it's difficult to delete
things from CVS - maybe just through my little GUI app; they tend to
stick;
(B) replace the file's entire content with a single comment tag, ?
That's fine, I think I actually delete the file before making a
distribution;
I have the same question about "send_email_process tmpl", which
looks to my eyes like a dupe of "send_email_process_screen tmpl"
