I'll take a closer look at the doc soon but based on just a quick glance, here are my initial, very fleeting thoughts:
Yup, DEV -- or maybe nothing at all until we're sure we need it -- is much better [FYI: My reason for using DEVCOMMENT personally is that it's a pain to type, it's redundant, and it's more bloated than necessary which ensures that I only use it sparingly :-) ]
We should look into what specific XHTML validation to go for: doctype(s), validation-tool URLs, and so on Things to do, things to do
Unapologetically pedantic: The X in XHTML is capitalized (see: http://www w3 org/TR/xhtml1/ )
I'll write up the grammatical conventions I've been using in my proofreading (e g : "email", not "e-mail") for collective review & eventual addition to this doc
